CM: Selangor Government Undertakes HORAS Project to Ensure Continuous Supply of Water

SHAH ALAM, 13 Jan: The State Government has issued a directive to start the HORAS (Hybrid Off River Augmentation System) project in Sungai Selangor as it is capable of supplying from 600 to 700 million litres of clean water per day.

The Chief Minister, Tan Sri Abdul Khalid Ibrahim, said that the State Government is implementing this effort to ensure that consumers continue to get their supply of water while waiting for the Federal Government to enforce Section 114 of the Water Services Industry Act (WSIA) which is aimed at restructuring the water services industry in Selangor.

He said with HORAS, the people if Selangor will not be too dependent on the Langat 2 plant project as a guarantee or assurance that water consumers in Selangor, Kuala Lumpur and Putrajaya will get continuous supply of water.
“This system involves the accumulation of stormwater from Sungai Selangor at the former mine in Bestari Jaya.

“Based on the Bestari Jaya Barrage overflow data, it has been found that the stormwater in Sungai Selangor is sufficient when there is any excess from the use of the plant in Sungai Selangor.

“The ability of this reservoir is estimated to be sufficient for 4 months without any flow from Sungai Selangor during the mid-year dry season,” said Abdul Khalid in a media statement.

He said that ground-breaking ceremony for the HORAS construction will be held in the near future and they will invite the National Water Services Commission (SPAN) to work together for the success of this project.

“We have ordered the Selangor Water Management Authority (LUAS) to coordinate the issuing of raw water licence to be given to the wholly state-owned company, Kumpulan Darul Ehsan Berhad (KDEB), in line with the restructuring plans for the water industry in Selangor.

“In relation to that, the raw water licence granted to concessionaires, including Puncak Niaga, will be terminated,” he said.

Abdul Khalid said that he is confident that the Federal Government can enforce Section 114 of the WSIA smoothly to make way for the restructuring of water services in the state.
