Administrative Decisions Should be Implemented by the Executive Not the Advisor

SHAH ALAM, 17 Apr: Every decision of a government organisation or administration needs to be implemented by the executive head and not the advisor.

The Chief Minister, Tan Sri Abdul Khalid Ibrahim (PKR-Port Klang), said that discussions with advisors are a good practice to be able to see the various options available in solving a problem.

“The Prime Minister holds discussions with his advisors, but the decision is made by him. This is similar with the decision made by the Chief Minister.

“I would be surprised if the Prime Minister says a decision was made with his advisors. That cannot be done.

“This is good practice. There are things that we discuss and the the decision and responsibility of implementing lies in the hands of the executive and I cannot say that this is the decision of my advisor, so I need to listen,” he said.

He said this in reply to a supplementary question by the Assemblyman for Dengkil, Shahrum Mohd Sharif (BN) at the Selangor State Assembly (DNS) session today.

Abdul Khalid said that the differences or similarities of opinions between the executive head and advisors are common things that need not be reported.

“If you say that this decision was made because my advisor said so, you have to stop,” he said.

Prior to that, on the same issue, Abdul Khalid explained that State Government will allocate RM25,350 a month for the Selangor Economic Advisor’s Office, including the gross salary, contributions to the Employees Provident Fund (EPF) and allowance.

He said that the State Government has allocated RM150,000 per annum for the spending provisions for the same office.

“From 2010 to 2013, the total operations cost was RM433,129.97,” he said.
