CM: Selangor Successfully Develops Land Bank System, Now in Second Phase

SHAH ALAM, 21 Apr: The Selangor Land Information Management Application System developed by the Selangor Land and Mines Office (LMO) successfully helped the State Government manage land information in line with information and communication technology (ICT).

The Chief Minister, Tan Sri Abdul Khalid Ibrahim, said that the success he was taking about was the Land Bank Library System (LBLS) project, which includes the development of systems and the development of the centre to document transactions and not transactions at the Shah Alam Stadium.

He said through this project, the LMO managed to perform imaging over 1.9 million “Landed” and “Strata” title documents by computer.

“The second phase of this project involves the imaging of the 23.5 million pages of remaining documents, while the implementation at the District and Land Office (DLO) is set to follow in the third phase of the project.

“The State Government, through the Selangor LMO is constantly working to add new channels of services on new land matters online, which is allowed by the law,” he said at the Selangor State Government Departments Monthly Assembly 2014 at the Silver Jubilee Auditorium here.

Abdul Khalid said to ensure the management of state land assets are implemented systematically, the state government is also developing the Selangor Land Information System (SeLIS) application using web and geospatial technology.

He said that the building of this system is considered important to the state government in managing valuable assets like unexplored land, temporary occupation license (TOL), the 5A expiry notice, the expiry of lease terms, 8A land seized notice and land reserves.

“The state government is also researching and developing a blueprint which includes the framework and direction for the next management of state land information.

“The implementation of the research covers the elements of e-customers and the creating of the Single Point of Contact, the use of Business Intelligence (BI) methodologies and Big Data Analytic (BDA), which is being adopted in several government agencies,” he added.

In addition to that, to ensure the security of affairs from attempted fraud or forgery of documents at the counter, the state government has also applied the “Secured Land Management System” (Selamat) based on bio-metric technology in the Selangor LMO and three DLOs; Petaling, Klang and Hulu Langat.

“The implementation of six other other DLOs is expected to begin in August, with a 50-50 partnership project financing with the Department of the Land and Mines Chief Director,” he said.
