Water: Central government demands land, state government will not gamble with Selangor’s sovereignty

KUALA LUMPUR, 10 Mar: The Chief Minister of Selangor, Mohamed Azmin Ali, revealed that the Ministry of Energy, Green Technology and Water wants to acquire the land that houses the 26,000 kilometre water pipeline and to be included as an asset in the water concession agreement.

This was revealed by Mohamed Azmin during a question and answer session at the Dewan Rakyat today.

During the press conference after that, Mohamed Azmin stressed that the state government will not hand over the land totalling 26,000 kilometres.

He said that the state government only agreed to hand over water assets that have been upgraded by water concessionaires and will not gamble with the sovereignty of Selangor’s land.

“Among the main things violated by the federal government was to review the agreement signed in the main agreement which is that the state government had agreed to hand over water assets owned by the concessionaires that have been upgraded.

“But in the past two to three months, the federal government demanded for not only assets that have been upgraded but for the land the asset goes through to be handed over as well.

“Sis the people and consumers of Selangor agree to hand over the 26,000 km of land?” he asked during the press conference at the Parliament lobby.

Mohamed Azmin said that each cent of the payment received from consumers will be paid directly to Pengurusan Aset Air Berhad (PAAB) through the ‘Ring Fencing’ mechanism, as agreed in the main agreement as collateral.

The Gombak Member of Parliament said that the state government has RM14.9 billion in water assets, without taking account the value of the land.

“In which situation would concession companies be granted ownership of land? Concession companies may be given a period of 20 to 30 years and it would eventually be handed over to the state government because the land belongs to the state.

“Why is the land now being asked to become owned by PAAB? It has never happened and we see this action by the federal government an attempt to thwart the water restructuring,” he said.

In addition, the federal government refuses to issue the Utilities Licence to Pengurusan Air Selangor Sdn Bhd (Air Selangor) as an acknowledgement of ownership on all remaining water assets owned by the management.

“The federal government does not want to approve the signing of the Utilities and Lease Agreement between PAAB and Air Selangor as a lease of water assets that will be transferred to PAAB.

“They also refused to acknowledge the ownership of Selangor water assets amounting to RM14.9 billion that will be injected into Air Selangor.

“The federal government also refuses to acknowledge and accept the transfer of RM2 billion from water assets owned by Air Selangor for the purpose of providing funds for the management to acquire all the water concessionaires in the state,” he said.
