Illegal advertising: Local authorities’ jurisdiction limited

SHAH ALAM, NOV 2: The Selangor local authorities do not have the power to arrest offenders who display illegal ‘ah long’ advertisements in the state.

Local Government, New Village Development and Illegal Factory Legalisation Exco Ean Yong Hian Wah said that inversely, Federal Government agencies hold greater power.

However, local authorities can still continue to implement several measures in accordance with existing jurisdiction in solving the issue.

“Local authorities can revoke the business licenses of any printing company, especially if found to be taking orders to print ‘ah long’ advertisements.

“Other measures include enforcing the provisions of the 7 Advertisment By-Law 2007, with a charge of a RM600 compound and a fine not exceeding RM2,000 upon conviction,” he said at the Selangor Legislative State Assembly, here, on November 2.

Ean Yong was responding to a supplementary question by Sekinchan Assemblyman Ng Suee Lim regarding constraints faced by the State Government in fighting against illegal advertising.

At the same time, Ean Yong said that the local authorities also carry out anti-illegal advertising operations twice a day; early in the morning and evening.

“In addition, joint operations with the Royal Malaysia Police (PDRM) and non-government organisations (NGO’s) were also carried out,” he said

Up till September, 631,240 illegal advertisements had been taken down by local authorities, with the most by Shah Alam City Council with 188,234 units.
