Heads of Agreement unbiased, all Selangor Exco notified

SHAH ALAM, 4 Aug: The Executive Councillor for Local Government, Datuk Teng Chang Khim, rejected the allegation by some parties saying that the Heads of Agreement (HoA) was biased and all other Assemblymen were not informed.

He said that the allegation did not arise because Executive Council (Exco) was kept informed regarding the progress of the water agreement between the state and the Federal Government.

“I do not agree with allegation that Tan Sri Abdul Khalid Ibrahim made the decision on his own. The entire agreement will be revealed in the near future,” he said, quoted from a local newspaper.

He also denied allegations that the HoA was made outside the knowledge of the Exco because they were informed in advance before the agreement was signed.

“We had been given the notice on the event despite being late, the matter had been discussed. I do not agree with statements saying that we supposedly did not know about the matter,” he said.

He said that the Exco may have not reviewed the overall content but they agreed with all the terms of the agreement.

On August 1, Abdul Khalid signed the HoA with the Minister of Energy, Green Technology and Water, Datuk Seri Dr Maximum Ongkili, witnessed by several cabinet ministers and Selangor Executive Councillors.

The offer of RM9.65 billion for the four water concessionaires was finalised to implement the Water Industry Restructuring and the construction of the Langat 2 project which was planned since 2006.

However, the only the acquisition of Syarikat Pengeluar Air Selangor (SPLASH) has yet to be finalised.
