SPECIAL REPORT: Money withholding system to avoid delinquent contractors

SHAH ALAM, 18 Feb: Local authorities have been urged to implement a system where money is withheld for contractors that pave roads.

The Semenyih Assemblyman, Datuk Johan Abdul Aziz, said that this move will ensure that the quality of roads meets the specifications set and it will be withheld during the warranty period.

“For example, we can withhold five percent from the total contract and after a period of say a year ends, the balance will be settled.

“By implementing this, the contractors will certainly exhibit quality work and meet the specifications required,” he told Selangor Kini.

He said that the problem of low quality roads that become damaged again in less than a month after paving happens a lot in his area, especially at Pekan Semenyih.

Kuang Assemblyman, Abdul Shukor Idrus, suggested for the state government to establish a special technical team to assess the provisions of each contract.

“This is important because the state government has chosen the concept of the lowest tender, so evaluation should be done.

“See if the provision, despite being low, is compatible with the work to be carried out first.

“We do not want low prices but low quality that would eventually waste the people money,” he said.

He said that unsatisfactory road paving also happens in his area, including the main Kuang road and its surrounding areas.
