PETALING JAYA, 1 Oct: The majority of the Petaling Jaya City Council (MBPJ) members urged for the amendment for the Petaling Jaya Local Plan (PJLP) 1 and 2 to be discontinued immediately until feedback from the people are given due attention.
The Zone 8 Council Member, Ir. Lee Suet Sen, during a press conference yesterday, said that the feedback received on local issues that require attention demands for the PJLP 1 & 2 amendments to be changed to reflect the local needs.
“We have received feedback from the residents of Petaling Jaya who demanded for certain amendments (in the PJLP 1 &2) to be reviewed and strengthened,” stressed Suet Sen.
Also at the press conference were the Zone 24 Council Member, Halimey Abu Bakar, Cynthia Manonmani Michael Gabriel (Zone 12) YM Raja Fairuz Raja Mazlan (Zone 17), Tang Fuie Koh (Zone 13), Ang Ming Ern (Zone 11) Tony Cheong Siew Thong (Zone 16), Yeyaseelan T.Anthony (Zone 19), Oon Chong Ling (Zone 20) and Teh Chi Chang (Zone 5).
“This move is necessary because we want to present a powerful local plan for the people of Petaling Jaya, but we have received some important details that were not approved by the Council or we did not receive enough feedback from Council members.
“For example, MBPJ approved a plot ratio of 1 to 4 under optimal conditions, but there were proposals to increase the maximum plot ratio to 6 in the surrounding area of the Transit Oriented Development (TOD). This means that the density of development will be very high and will affect the lives of the citizens of Petaling Jaya,” explained Cynthia.
“We are not against development,” continued Chi Chang “but Petaling Jaya is a very old city. Will utilities (water, electricity, telecommunications) and roads be able to handle 50 percent more development? What about public transportation?”
They presented five motions to be acted upon immediately. The five propositions are:
1. The Council decides to withdraw and cancel the proposed amendments to the PJLP 1 & 2 in whole or in part.
2 The Council decides to revoke its decision to implement the PJLP 1 & 2 amendments during the sustainability committee meeting 1/2014 dated 25 February 2014 and the full council meeting on 26 February 2014.
3. The Council decided to withdraw the recommendations for the latest amendments to issue: a) the implementation guidelines in the PJLP 1, and b) the classes of land use and planning control guidelines in the PJLP 2.
4. A special committee established to review the directive under Section 16 (2) of the Town and Country Planning Act 1976 from the State Government to implement the proposed amendments in the LP, negotiate with the State Government, review the latest proposed amendments and make recommendations on the latest amendments to be submitted to the State Government and the public.
5. Other matters related to the proposed PJLP 1 & 2
“We obtained 13 supporting votes against 4 objections. Therefore, this Council’s motion will be mobilised, however, our Mayor (Datin Paduka Alinah Ahmad) does not agree and we will refer this matter to the new Chief Minister (Mohamed Azmin Ali),” explained Suet Sen.
Council members hope that a special committee will be created immediately so that the review can be completed within a period of three months to be presented in front of the Council and the State Government.
