KUALA LUMPUR, 16 Oct: The Chief Minister, Mohamed Azmin Ali, questioned the proposed use of process system specification technology involving dual media by using granular activated carbon (GAC) for the development of the Langat 2 Water Treatment Plant.
This is because the GAC system process is only suitable for polluted water source which reached the level of class four; the worst water classification.
This thus raises the question as to whether the raw water channelled from Pahang is polluted or otherwise.
“If that is happening, why did the Federal Government choose the water supply for the state of Selangor?”
“If not, why does the Federal Government use such high specifications that not only causes the development cost to meet the technology criteria high, but involves a high operation cost and also the maintenance cost is also high.
“This cost is then translated into the form of tariffs for the consumers in Selangor,” he said during the House of Representatives debate session.
In Phase Two of the development of his Langat 2 project, Mohamed Azmin, who is also the Member of Parliament for Gombak, stressed for the Selangor government to be involved and to be given an executive role in the joint committee.
This is to make decisions on the implementation of the project, including appointing the contractor.
“The central government has been recommended to ensure that each contractor involved in the Langat 2 water treatment plant development project to be appointed through a transparent open tender to ensure that the contractor appointed is skilled and has knowledge,” he said.
Mohamed Azmin said that in Phase One, the Federal Government did not discuss the technical specifications in the Langat 2 Water Treatment Plant Development Project with the Selangor government.
Instead, they only submitted the application to acquire the land of individuals that are located in Selangor, specifically Hulu Langat, and the application to receive the Planning Permission.
“After the contractor was appointed by the Federal Government, only then did the Selangor government have a chance to look at the technical specifications of the Langat 2 Water Treatment Plant for Phase One.
“The Selangor government is of the opinion that the specifications made for this project is too much. This will definitely involve an increase in development costs and operational costs,” he explained.
